Firecrackers and Fireworks have become a culture for Indonesian Football Supporters, but it has banned by FIFA and PSSI

Firecrackers and fireworks always exist in big event and special day in many countries, include Indonesia. Big event or special day such as New Year, Ramadan, Eid, carnaval, and football big match.

According to wikipedia,  a firecracker (cracker, noise maker, banger, or bunger) is a small explosive device primarily designed to produce a large amount of noise, especially in the form of a loud bang; any visual effect is incidental to this goal. They have fuses, and are wrapped in a heavy paper casing to contain the explosive compound. While Fireworks are a class of low explosive pyrotechnic devices used for aesthetic and entertainment purposes. The most common use of a firework is as part of a fireworks display (also called a fireworks show or pyrotechnics), a display of the effects produced by firework devices. Fireworks competitions are also regularly held at a number of places.Fireworks take many forms to produce the four primary effects: noise, light, smoke, and floating materials (confetti for example). They may be designed to burn with colored flames and sparks including red, orange, yellow, green, blue, purple, and silver. Displays are common throughout the world and are the focal point of many cultural and religious celebrations.

Firecrackers and fireworks have the same characteristics, both of them use gunpowder. If it used bigger diameter, of course it used bigger gunpowder too, so explotion more powerful. But, the difference is firecrackers exploded in the land and fireworks exploded in the air

In Football big match in many countries, such as Indonesia, firecrackers and fireworks were banned by the highest world organization for football: FIFA(Federation of International Football Association). But, it often get away from examination. 

Based on Article 52 (c) of FIFA Stadium Safety and Security Regulations governing Flares and Fireworks:

 i.        The stadium safety and security management team must adopt and enforce a clear policy prohibiting spectators from bringing flares, fireworks or other forms of pyrotechnics into the stadium. This should be clearly stated in the stadium code of conduct.

 ii.      Any event activities which include pyrotechnic display must be included in the fire risk assessment and a formal plan prepared, which must be approved by the fire services and local authorities.

Based on The highest organization for Indonesian football: PSSI (Persatuan Sepak Bola Seluruh Indonesia), Article 65-66: throw Fireworks and firecrackers were weight violation and banned in stadium. 

How about Indonesian Positive Law? 

In the Emergency Law no. Article 1, paragraph 1 states that the makers, receivers, storers, carriers, users of firearms, ammunition, and explosives (without mention of size), may be punished by death or life imprisonment or a maximum imprisonment of 20 years.

In Article 187 of the Criminal Code, it is explained that intentionally causing fire, explosion or flood shall be punishable by imprisonment maximum 12 years if causing general harm to goods, maximum imprisonment of 25 years if harm to the life of another person, and maximum imprisonment of 20 years if Danger to the lives of others as well as the death of people.

According to the Indonesian police, firecrackers are more than 2 inches in diameter and their gunpowder content exceeding 20 milligrams is prohibited. What about firecrackers measuring less than 2 inches and less than 20 milligram, is not that an explosive, too? Did small Firecrackers played in stadium or outside. I think that was multiple interpretations.

For conclution, I think Indonesian Police, PSSI, and FIFA must cooperate and equalize perception and vision to enforce the law, although it against (bad) culture. So, I hope football game could obey the law and fair play better soon.
